"...เศรษฐกิจของเราขึ้นอยู่กับการเกษตรมา แต่ไหนแต่ไรแล้ว รายได้ของประเทศที่ได้มาใช้สร้างความเจริญ ต่าง ๆ เป็นรายได้จาก การเกษตรเป็นส่วนใหญ่ จึงอาจกล่าวได้ว่า ความเจริญของประเทศต้อง อาศัยความเจริญของเกษตรเป็นสำคัญ..."           หลักสำคัญว่าต้องมีน้ำบริโภค น้ำใช้ น้ำเพื่อการเพาะปลูก เพราะว่าชีวิตนั้นอยู่ที่น้ำ ถ้ามีน้ำคน อยู่ได้ ถ้าไม่มีน้ำคนอยู่ไม่ได้ถ้า น้ำ มีไม่พอทั้งในด้านการบริโภคหรือใช้ ....
